The Yalongjiang Ertan Hydropower Station in Sichuan is self-funded by the Yalong River Basin Hydropower Development Co., Ltd. (hereinafter referred to as “the tendereeâ€, “the landlordâ€, the “buyer†or the “expanderâ€), and is now on the Yalong River Second Beach in Sichuan. The construction of the secondary equipotential grounding grid for hydropower stations adopts domestic open tendering methods for procurement.
I. Project Overview
Ertan Hydropower Station is located in the lower reaches of the Yalong River in the southwest of Sichuan Province. The site of the dam is 33km from the intersection of the Yalong River and the Jinsha River, 46km from the urban area of ​​Panzhihua and 18km from the Tongzilin Station of the Chengdu-Kunming Railway. Ertan Hydropower Station has an installed capacity of 3300MW.
No secondary equipotential grounding grid was designed for the Ertan Hydropower Station powerhouse, auxiliary powerhouse, and GIS area. The secondary equipment in each area was grounded by grounding piles. According to countermeasures, a secondary equipotential grounding grid must be built in the main secondary equipment concentrated areas such as workshops, control rooms and switchyard outlets to meet the needs of safe and stable operation of secondary equipment in each region.
Second, the scope of the tender and construction schedule
The contractor shall provide new and complete construction materials and plugging materials for secondary equipotential grounding grids, secondary equipotential pipelines, cable trenches and bridge fire protection plugs for the Ertan Hydropower Station in accordance with the operational functions and performance of the bidding documents. Acceptance and technical services.
Schedule: Arrive before April 30, 2017 and complete within 60 days after arrival.

V. Source of funds
Yalong River Basin Hydropower Development Co., Ltd. has raised funds and has implemented it. The eligible payment currency under this contract is RMB.
Sixth, the bidder's request (the following conditions should be available at the same time)
1. The bidder must be an enterprise registered in the territory of the People's Republic of China with independent legal personality (copy of the business license of the enterprise legal person shall be provided in the bid documents).
2. The Bidder shall have the Qualification of the Electrical and Mechanical Installation Project Contracting Qualification, or the Qualification of the Acceptance (Repair and Trial) Mining and Expropriation Facilities License, and the Class and Grade of the Licensed Class shall be Grade II or Class II (provide in the bid document. A copy of the qualification certificate).
3. The bidder shall have the installation performance of the electromechanical equipment of a power station with a capacity of 100MW or above and a substation of 220kV and above in the latest 3 years (a copy of the contract or user certification materials must be provided).
4. The bidder has a good business reputation and financial status (in 2013-2015 financial statements are provided in the bidding documents).
5. This consortium does not accept consortium bids.
Seventh, tender arrangements
1. This set of tender documents is set in one volume and is scheduled to be released on November 16 to 22, 2016 (excluding holidays and weekends) from 9:00 to 12:00 and 14:00 to 16:30 in Beijing time. Each set of bidding documents (including drawings and electronic documents) will be charged in the capital of RMB and will be written in full amount (Â¥500.00), which will not be refunded after sale. If you are interested in bidding, please purchase it on time. Related documents required for the purchase of tender documents:
1) A copy of the copy of the fresh seal of the bidder’s business license, leaving a copy;
2) The power of attorney or letter of recommendation issued by the bidder’s legal representative to purchase the bidding documents;
3) Purchase the tender document handler ID card and leave a copy.
2. The tenderee will organize the on-site survey and pre-targeting meeting. The bidder must participate. The bidder will solve the traffic, accommodation, and other issues in the site survey and be responsible for its own safety. At 10:00 on the morning of November 23, 2016, the bidders gathered at the Ertan Hydroelectric Power Plant. The tenderers led the team to the site for on-site inspection. The on-site inspection requires bidders to bring their own vehicles. The bidder should contact the tenderee in advance to inform the bidder and the license plate and other information in order to arrange the passage.
3. The deadline for submission of bids is 10:00 am Beijing time on December 13, 2016. All bidding documents shall be submitted to the tenderee before the deadline for submission of bids. Bids submitted after the deadline for bid submission will be rejected.
4. At the time of bidding, the tender security specified in this tender document shall be submitted at the same time, and bid documents that fail to submit the bid security in accordance with regulations shall be rejected.
6. The tender is scheduled for public opening at 10:00 am Beijing time on December 13, 2016 at the place where the tender documents are delivered. The representatives of the bidders shall attend the meeting at that time.
7. If there is any change in the above time and place, the tenderee will promptly notify all bidders who have purchased the bidding documents.

After the bid opening, the bid evaluation committee will conduct qualification review on the bidders, and will only review bid documents of eligible bidders.
