In the central and western regions, with reference to the implementation of policies in central and western regions, and pilot areas for network poverty alleviation, we will build a demonstration network of “one hundred trillion rural villages,†increase the broadband penetration rate and access capacity of fiber-optic cables in townships and below, and develop a metropolitan area transmission network. Expanding capacity with IP Metropolitan Area Network (MAN) provides support for improving the access rate and popularity of broadband users in rural areas. The implementation area of ​​the project is selected by county (region, city) as the unit. It requires that the administrative villages in the region have all achieved fiber access, rural broadband access capacity reaches 12Mbps, and rural fiber-to-the-home users account for more than 50%.
Indicator requirements: (1) No less than 20 counties (regions, cities) in the implementation area; (2) Construction of access networks based on fiber to the home (FTTH), and the proportion of FTTH ports to total broadband access ports should not be less than 60 %; (3) More than 90% of broadband subscribers have access to more than 100Mbps; (4) More than 50% of rural broadband subscribers have opened more than 50Mbps.
(b) 5G network construction and application demonstration project.
Focusing on municipalities, capital cities, and major cities in the Pearl River Delta, Yangtze River Delta, and Beijing-Tianjin-Hebei regions, the 5G network will be built. The 5G network should cover at least the complex urban areas and indoor environment to form a continuous coverage and realize the application demonstration of typical end-to-end application scenarios.
Indicator requirements: (1) Clearly develop 5G networks in no less than 5 cities in the frequency bands below 6GHz. Each city has 5 or more 50G base stations, forming continuous coverage in dense urban areas; (2) The number of 5G terminals in the entire network is not Less than 500; (3) Providing 5G broadband data services with a delay of no less than 100Mbps and milliseconds to users; (4) At least 4K of typical 5G services and applications such as 4K HD, augmented reality, virtual reality, and drones .

Based on quantum scientific communication "Beijing-Shanghai Trunk Line" and "Mozi" quantum scientific experimental satellites, facing the country's strategic needs and sustainable operation requirements, we will build a quantum secret communication backbone network in key regions such as Beijing-Tianjin-Hebei and the Yangtze River Economic Belt. Metropolitan Area Network, and the construction of satellite ground stations in several areas, forming a quantum secure communications backbone ring network. Index requirements: (1) Ring network protection between key stations in the backbone line; (2) Quantum key distribution and co-fiber transmission in classical optical communication systems; (3) Construction of operational support systems that support the characteristics of adaptive quantum communication networks; (4) The quantum key generation rate between any two adjacent points on the trunk is greater than 16 kbps. (5) The continuous running time of the point-to-point quantum key distribution system is not less than 720 hours, and the average failure recovery time is not greater than 6 hours; (6) The overall service availability of the backbone network is not less than 99.99%.
