At the 3.15 Consumer Rights Protection Publicity Conference held by the Zhejiang Provincial Administration for Industry and Commerce, the results of the quality inspection of online and offline integration of goods in the circulation field for the first time were released.
The sampling inspections are five types of decoration materials such as switches, sockets, miniature circuit breakers, wire and cable, and LED lamps. The random inspections were tested for safety indicators and key performance indicators of concern to consumers. The test results show that the overall unqualified product detection rate is 28.2%.
It is understood that the units of the sampling inspection include multiple online platforms and comprehensive markets, professional markets (shops) and supermarkets in Hangzhou, Ningbo, Shaoxing and Zhangzhou.
After testing, 59 batches of unqualified products were found in 209 batches of goods, and the overall unqualified product detection rate was 28.2%. Among them, 40 batches of switch sampling, 13 batches failed; 60 batches of socket sampling, 8 batches failed; 36 batches of small circuit breakers, 12 batches failed; 33 batches of wire and cable sampling, failed 9 Batch; 40 batches of LED lamps were sampled and 17 batches were rejected.
From the results data, the quality of the online and offline quality of the switch, socket and miniature circuit breaker are basically the same.
However, wire and cable, the out-of-line unqualified detection rate is 10%, the online unqualified detection rate is 35%; LED lamps, the online unqualified detection rate is 10%, and the offline unqualified detection rate is 75%. It is worth noting that the quality of LED lights sold in the offline lighting market is not optimistic.
The sampling inspection was mainly carried out according to the national mandatory and commodity explicit product standards, especially for the safety indicators and main performance indicators of consumer concern.
Among them, switch and socket products, 10 products have failed the "heat resistance" index, accounting for 47.6% of the unqualified products; wire and cable, "conductor resistance" project has 8 unqualified products, accounting for such products 89% of the unqualified; small circuit breakers, "short circuit capability" items have 11 unqualified, accounting for 89% of the unqualified products.
In addition, special tests were carried out on the blue light and stroboscopic problems of LED lamps that consumers are generally concerned about. All products tested were qualified.
For the unqualified products found in this sampling, the Zhejiang Provincial Administration for Industry and Commerce has issued a post-processing document, ordering the relevant operators and third-party e-commerce platforms to stop selling immediately; if the consumer submits a return, the operator is required to return the goods.
For the illegal act of selling unqualified goods, Zhejiang Industrial and Commercial Bureau shall hand over the case clues to the industrial and commercial market supervision department where the operator is located or where the network platform is located for investigation and punishment.
