In order to implement the "Eleventh Five-Year Plan", do a good job in rural power grid improvement and power construction in areas without electricity, and solve the problem of electricity consumption in rural areas and non-electrical population. After research, the relevant requirements are hereby notified as follows:

First, attach great importance to planning work. Improving the rural power grid and solving the problem of electricity consumption for the non-electrical population are important tasks for rural power construction during the 11th Five-Year Plan period. The provinces (autonomous regions and municipalities) Development and Reform Commission, State Grid Corporation, and China Southern Power Grid Corporation must conscientiously sum up the effectiveness and experience of rural power construction, and conduct in-depth investigation and research in accordance with the principle of “adapting to local conditions, planning, making it easier, and implementing step by step”. Based on the actual situation in the region, on the basis of the various work carried out, we will further improve the rural power network during the “Eleventh Five-Year Plan” period and the power construction planning in the non-electrical areas, and truthfully propose the improvement of the rural network during the “Eleventh Five-Year Plan” period. The specific objectives, tasks, project arrangements and investment plans for electric power construction in the electric area. The content of the plan should be prioritized so that the project can be arranged reasonably according to the scale of funds and a comprehensive analysis of the economic and social benefits of rural power construction. The power construction project in the non-powered area is difficult to disperse, construct and manage, and the economic benefits are poor. In order to do a good job in power construction in the non-electrical area, in the "Notice on Issues Concerning Power Construction in Powerless Areas" (Development and Reform Energy [2006] In No. 2312), clear requirements were put forward for the power construction management system in areas without electricity. In accordance with the spirit of the above-mentioned notification, the relevant provincial (district, municipal) Development and Reform Commission shall, in light of the actual situation of each region, proceed from the perspective of facilitating the long-term development of rural power, conscientiously implement the power construction management system in the non-electrical areas, and determine the project legal person as soon as possible. In order to ensure the smooth progress of the electric power construction project in the non-electrical area, in principle, the provincial power grid company is responsible for organizing and implementing the project as a project legal person.

Third, effectively strengthen project management. From the rural power grid and county power grid transformation inspection and understanding, there are still some problems in the transformation of power grids in some areas, mainly: insufficient pre-work, projects not implemented according to investment plans, arbitrage and misappropriation of construction funds, irregular bidding work and The slow progress of the project implementation has seriously affected the progress and effect of rural power construction work. The relevant provincial (autonomous regions, municipalities) Development and Reform Commission, State Grid Corporation and China Southern Power Grid Corporation must effectively strengthen the supervision and management of rural power construction and eliminate similar problems and situations. The provincial development and reform commissions shall be responsible for the planning and related coordination management of the rural power network and the power construction in the non-electrical areas. The planning and preparation shall fully listen to the opinions and suggestions of the project legal person; the construction of the State Grid Corporation and the China Southern Power Grid Corporation The project, the annual implementation project and the investment plan shall be jointly researched and determined with the State Grid Corporation or China Southern Power Grid Corporation, and reported to the provincial development and reform commission, the State Grid Corporation and the China Southern Power Grid Corporation respectively, and the project shall be carefully checked after completion. State Grid Corporation and China Southern Power Grid Corporation shall strengthen the management and supervision of the company's system of rural power network improvement and power construction in areas without electricity, and conscientiously do a good job in the preparation of various preliminary work and project feasibility study reports, project bidding, fund management and Work on engineering construction, strictly implement relevant national policies, regulations and methods, strictly implement investment plans, and ensure the safety, quality, progress and efficiency of project construction.



Fourth, earnestly do the preliminary work. The preliminary work of implementing the project construction is a prerequisite for the release of the investment plan and the implementation of the project. The provincial (district, city) Development and Reform Commission, the State Grid Corporation, and China Southern Power Grid Corporation should attach great importance to the preliminary work of project construction, organize the design of engineering and technical programs, implement the project construction capital, obtain the bank loan commitment letter, and prepare the project feasibility study report. And approved by the provincial development and reform commission. On this basis, the provincial (autonomous regions, municipalities) Development and Reform Commission, the State Grid Corporation, and China Southern Power Grid Corporation shall, before the end of March each year, build the construction goals, construction contents, and specific projects of the current rural power network and power-free areas. The project plan, investment scale, source of funds and investment plan are reported to the committee, and the relevant documents such as the approval report, the loan commitment letter and the project legal person's contribution commitment are attached.

5. Complete the transformation task on time. The transformation of rural power grids and the transformation of county power grids have been carried out for many years, but in some places, investment plans have not been completed and the progress of the projects is slow. The relevant provincial (autonomous regions, municipalities) development and reform commissions and project legal persons shall, in accordance with the requirements of the documents issued by the Commission for the Reform and Development of Energy [2005] No. 1149 and the Energy Reform and Development Office [2006] No. 1092, promptly complete various construction tasks according to the investment plan, and As soon as possible, the rural network transformation and county power grid transformation completion acceptance report will be reported to our committee. In order to promote the smooth development of rural power construction work, and make the arranged investment to be effective as soon as possible, in the future, the improvement of the rural power network and the investment plan for power construction in the non-powered area will take into account the completion and implementation effects of the investment plans that have been issued in each region. After research, in 2007, the rural power network improvement and power-free area power construction investment will focus on the provinces that have completed the first- and second-phase agricultural network transformation and acceptance work and reported the acceptance report, and the rest of the region will be suspended in principle; from 2008, no The provinces that complete the rural network transformation and the county power grid transformation task or the agricultural network improvement investment plan will suspend the arrangement of new investment plans.

The construction and improvement of electric power infrastructure in rural areas is a long-term task. All provinces (autonomous regions, municipalities), development and reform commissions, and price bureaus must adhere to the scientific development concept to guide the work of rural power construction and management, and improve the rural power grid. Solve the problem of electricity use in non-electric areas as a major event, conscientiously do a good job in planning, strengthen the preliminary work of the project, standardize project management, and do a good job of high-quality rural power network construction and electricity-free construction in rural areas according to plan.
