The registration shall include the category, trademark, product manufacturer, model number, serial number of the fuselage, date of manufacture, time and place of purchase, name and ID number of the individual seller, business license, organization or institution organization of the old electrical and electronic product. The Opinions clarified that operators of old electrical and electronic products must not use the agencies, enterprises (businesses), and personal information obtained during the acquisition process in areas that are not related to the purchase and sale of old electrical appliances. Operators are obliged to keep confidential their knowledge of trade secrets and personal privacy. For storage media such as acquired old computers, the old electrical and electronic product operators should prompt sellers to delete relevant information before the acquisition.

According to the opinion draft, violations of the above provisions will be ordered by the competent commercial authorities at or above the county level to make corrections, and those who refuse to make corrections will be fined between 5,000 yuan and 10,000 yuan.
