Among them, if the setup period expires 2 years, the installer shall provide a safety test report to the examination and approval authority of the Outdoor Advertising Setup Certificate before June 1 of each year. If the test fails, the installer shall immediately renovate or dismantle it. In case of overdue renovation or dismantling, the urban management comprehensive law enforcement agency shall impose a fine of not less than 20,000 yuan but not more than 50,000 yuan.
The "Measures" also clarify that if outdoor advertising or signboard facilities collapse or fall and cause personal or property damage to others, the installer shall bear civil liability according to law; if it constitutes a crime, criminal responsibility shall be investigated according to law.
